Amendments to Planning application lodged for Rowans site…

BRIEF WINDOW TO EXPRESS ANY FURTHER VIEWS by TUESDAY, 2 MARCH

It became known to us shortly after  16 February, when we submitted comments to City Planning from the Association, that some amendments to the application for planning permission to develop the Rowans site, at 5 Alfred Place, have now been registered with City Planning by S1 Developments and their architects, McLaren, Murdoch & Hamilton; these revised plans may be viewed on-line on the Edinburgth Council website:

http://citydev-portal.edinburgh.gov.uk/portal/portal.jsp then ‘application search’ then 09/03307/FUL or,  in hard copy form, at Edinburgh Council Offices - Waverley Court, 4 East Market St, EH8 8BG (open Monday to Thursday 0830 to 1700 and Friday 0830 to 1540 hrs).   The property address is 5 Alfred Place. 

As you will see, the main changes to the earlier plans include the following: the two semi-detached houses (Units 14 & 15) on the south-east of the site have been moved somewhat northward and westward and, therefore, further away from the southern boundary wall (with one or two consequent adjustments of the site footprint, including a  narrowing of the central flats block); stone facing has reportedly been added to the rear projecting single storey utility rooms and to certain of the side elevations of those housing units most easily visible from outside the site; there has been a review of boundary walls….by the frontages, these are now to be either high stone or low stone with railings to match existing in Alfred Place and to the rear, it is proposed to replace the planned 2 metre wooden fencing with hedging and ‘temporary’ wood fencing; there have been certain changes to the planned architectural detailing e.g flues and chimney stacks; and, a detailed tree survey/ arboricultural implication assessment report has been commissioned and placed on the Planning Portal, along with the planning application.

It is understood a significant number of residents submitted individual comments on the original application to City Planning by the previous closing date of 19 February (and as mentioned above, comments from the Association were submitted on 16 February and posted on the Blacket web site that evening). If you did make a pre-19 February submission, please note that no further action is necessary, as this still stands. However, if residents wish to submit any additional- or, indeed,  first time - comments, taking account of the amendment of the earlier plans, it is understood these must be with City Planning by Tuesday 2 March latest (see also below).

Representatives of the Association & Austin Flynn of the Rowans Group met with the developer and his architects earlier this week, principally to hear them talk about their amended plans, but also took the opportunity to convey the main points in the Association’s own 16 February submission. The Committee has met again this week, with a view to putting in a supplementary submission to City Planning before 2 March. Again, once this is submitted, it will be posted on the Blacket web site.

We gather on-line depositing of comments may not be available at this stage).
